Center for Employment Training Takes Top Honors

Recognition of Excellence Awards Presented at Workforce Innovations 2004 Conference

Department of Labor In a news release from the U.S. Department of Labor, Office of Public Affairs: The Center for Employment and Training (CET), San Jose, received the top Recognition of Excellence award from the U.S. Department of Labor this week in San Antonio, Texas. This first-place award was in the Recognizing the Demographics of the Workforce category. Assistant Secretary of Labor for Employment and Training Emily Stover DeRocco presented the award at the Workforce Innovations 2004 Conference in San Antonio. This is the first time the awards, which recognize workforce investment system programs that have achieved outstanding success, have been presented.

"Getting large numbers of workers trained for good jobs in expanding industries requires much more than meeting federal benchmarks," said DeRocco. "Those programs that strive for innovative ways to train workers for jobs of the future; build strong coalitions among employers, education and economic development, and reach the hardest-to-serve populations deserve to be recognized and applauded for their accomplishments."

The Labor Department's Employment and Training Administration (ETA) presents Recognition of Excellence awards in five categories. The Recognizing the Demographics of the Workforce category addresses the critical need to find ways to integrate every available worker into the labor force. Honorees in this category provide effective services to the needy populations who are least likely to be served.

With 36 years experience addressing the needs of these special populations, CET has developed an open entry/open exit classroom-training model currently operating in 33 centers in 12 states and the District of Columbia. CET ensures that training is based on the local labor markets needs through strong business involvement. Local employers serve on an Industrial Advisory Board that guarantees skills curricula, equipment, materials and training processes are up-to-date and answer area workforce challenges.

Remedial education and a variety of support services are provided to meet the needs of special groups, including farm workers of Hispanic origin with an 80 percent school dropout rate and limited English proficiency, welfare recipients and people with disabilities. From July 2002 through April 2004, CET assisted over 7,300 hard-to-serve clients. Of the 5,352 who completed the program, 3,898 were placed in jobs at an average hourly rate of $9.94.

"We hope that these honors will shine a spotlight on what works so that others around the country will replicate successful projects, producing similar successful results," said DeRocco. A complete list of award winners is available on the web at www.dol.gov.
